A div isn't hard at all to code. Actually, the easiest way to make your site would be to throw together a few simple php files. That way, it would be like this:
//this would be homepage
<?php
include "navigation.php";
?>
This is my homepage. I'm a dork. Nice to meet you.
<?php
include "footer.php";
?>

NO FRAMES!!! And preload the damn link images. I can't stand the site of shoddy coding!
