You don't have to =o It just there for abuse. For example to put your flash on teh site.

Any details you need to point out?
You doing them with frames? Div elements? does it have to match the collour of your page? what is the collour?

Completely free. It is your personal web page. If you use resources send them along in a .zip I only put it online at your name ( which is whitebear.htm in your case) and won't do anything else. So completely free to choose if you want to use frames, tables elements, css etc.
